A Study Of The Communist Youth League Of Guangdong Serving The New Socialist Countryside Construction

At the Fifth Plenary Session of the Sixteenth CPC Central Committee, the Party Central Committee clearly puts forward a major strategic decision of building a new socialist countryside, guided by the Scientific Outlook on Development, based on profoundly analyzing the current international and domestic situation and comprehensively grasping the characteristics of China's economic and social development stage, and based on China's overall perspective of reform and opening up and modernization construction. Under the new historical context, the construction of new socialist countryside is a comprehensive rural reform and a long-term and heavy historical task. To implement the objection, we need to mobilize the enthusiasm, initiative, and creativity of the masses including the youth.The purpose of this research is to study how the Communist Youth League(CYL) can play an active role and, can be fully mobilized to devote themselves to the new socialist countryside construction,. Based on the relevant literature review of the CYL function, the CYL is characterized as a quasi-political and quasi-governmental nature. According to the theory of the new socialist countryside construction, the research clearly identified the objective of new socialist countryside construction, revealed the internal relations between the CYL and the new socialist countryside construction, and explored the active role played by CYL in area of promoting national policies, serving the youth, and integrating social resources to countryside construction as well.Based on the theoretical argument, this paper analyzed the current practices of New Socialist Countryside Construction by CYL of Guangdong, summarized experiences and deficiencies of the CYL in serving the New Socialist Countryside Construction in areas, including the development of the basic party organizations, assistance in employment and entrepreneurship for the rural youth , construction of rural culture, supply of rural public services, and the development of rural eco-environmental protection as well. The paper put forward proposals, such as establishing social market-oriented operation mechanism; promoting practices, strengthening the construction of basic party organization; strengthening human resources development, cultivating new rural youth; prospering the rural culture, promoting the development of public services in rural areas; and further strengthening the rural eco-environmental construction.
