At present, as our country is in a critical period of building socialist constitutional government and also a burst of contradictions and problems, we need more useful experience to guide the way to go in the future. It is The history of the constitutional movement in modern China that can provide the very valuable experience and important revelation to the socialist constitutional state building. Therefore, a thorough and meticulous study of the constitutional movement in modern China has its significance both theoretically and practically.Looking back at history, the constitutional movement in modern China history can be broadly divided into three periods:First, constitutional movement in last years of Qing Dynasty second, the1911revolution and constitutional movement during the Beijing Government; Third, the constitutional movement during the Nanjing National Government.Modern Chinese constitutional government has paid a huge hard work, but there exist many limitations in the modern Chinese constitutional movement due to various factors, and the ideal of constitutional government has never been able to achieve. By the reflection from the cultural angle, the reasons restricting the constitutional movement in modern China can be divided into four areas:the "rule of man" tradition is legal factor; the natural economic system is the economy factor; the single center of power is political factor; the lack of religious belief is the religious factor.Though so many factors restricting the development of the modern Chinese constitutional movement, there are still lots of precious and important experience in from the past movement. In a word, the experience and enlightenment are mainly as followings:first, to continue to build and improve the socialist legal system lay the legal foundation of the constitutional government; second, we should vigorously develop the socialist market economic system to lay the constitutional economic base; third, to establish the socialist democratic political system in all areas to lay the political foundation of constitutional government; last, to pay attention to the nurture of the socialist constitutional culture to lay the constitutional concept base.Finally, we must recognize clearly that building a socialist constitutional system is a complex and arduous task; what is more important is that we also have to think about whether we can embark on a better road toward the political civilization of mankind based on the of western constitutionalism experience and our traditional culture.
