Research On Community Health Committee’s Participation In Socil Managerment

Enforcement of social construction is the important insurance of social harmony. With the change of the economic society and transition of social structure, social organizations, gradually found and expanded, increasingly become the important body of public affairs’management. Government, whose partial functions gradually turn those of market and social organizations, is transforming from almighty one to limited one. The great trend of social development becomes to execute management system of "small government, big society", encourage citizens and social groups to participate in social management, to manage social organizations by law, to put emphasis on the important role of community development in social development, to improve the relationship between government and community. During the12th five-year period, the new subject and challenge in term of enhancement and innovation of social management in rural area is the active construction of countryside community and the improvement of late-model countryside community management and service system. These make a new demand on community groups’ participation in social management Providing evidence to social organization’s further participation in social management and public affairs. It is an irreversible tendency that community groups bear more and more social function and responsibility.The GTF program-to improve the medical environment of the poor people in china, operated by China and Britain, draw lessons from British Community Health Committee model and carry out the pilot work in some sample counties in Zhejiang province in order to explore a new way for the community residents to participate in the health service management. This paper adopts the theory of market out of order, the theory of the government out of order, principal-agent theory, good governance and the governance theory, the theory of civil society, and the third-party management theory, analyzing the necessity and sufficiency of the Community Health Committee to participate in social management in theory. Combined with the participation of Community Health Committee in the social management of the pilot work, this paper analyzes of components of the Community Health Committee,the basic function and operation process, and summarizes the periodical effect of Community Health Committee in reflecting the social situation and public opinion on health, in advocating health policy and health care knowledge, in solving prominent medical health issues, in participating in health management and decision-making, formed government management and public participation in the governance mode in the field of primary health services. This paper takes emphasis on analyzing the problems in the Community Health Committee participation in the process of social management, such as insufficient government support, inadequate laws and regulations, the low degree of public participation, social supervision not in place, the lack of funds, independence, and lack of talents. Finally, it suggests the way to improve community health committee to participate in social management, such as clear division of responsibilities, improving the legal protection, strengthening financial support, improving public participation, strengthening self-construction, improving supervision.
