Research On Community Self-organization Takes Part In Social Governance

The owners' Committee plays an increasingly important role as an important subject in taking part in social governance.As an important carrier in realizing self-management and reasonably expressing interest appeals,the owners' committee can play an active role in safeguarding owners' rights and interests,integrating community resources,realizing community's public interests,and coordinating social contradictions.However,the owners of the committee faces many problems in joining social governance,due to the absence of the system,the weak of the civil social base,insufficient participation of the owners,loosely organization management,poor community autonomous ability and some other factors.Because of the problems mentioned above,the owners' committee can't effectively play its autonomous function,and the problems affect community's healthy and sustainable development.Taking X residential area in Weifang as an example,this paper studies and analyses the founding background,operating mechanism and interactions with the stakeholders.By using the methods of literature analysis,observation,and interview,the paper studies the practice of the owners' committee of X residential area taking part in social governance,which leads to the effect,achievements,plights and problems of the owners' committee in taking part in social governance.According to the problems that the X residential area confronts,the author proposed a series of methods to strengthen the abilities of the owners' committee members,such as linking to external resources,innovating management methods and so on.The author also initiated the state to improve relevant laws and regulations which can further regulate the committee's juridical status and to provide legal support for the committee,thus all these methods can help the community-based spontaneous organization to take part in social governance.Through applying social governance theory and social practice theory,this paper enriched the practice research of the social governance by getting involved in the practice of the X residential area committee's participation in social governance.Social workers can guide the community-based spontaneous organization to give full play tothe power of basic mass autonomous organization,to strengthen the power of the community-based spontaneous organization,and to innovate social governance.
