Research On Our Country’s Rural Grassroots Corruption Prevention

The problem of preventing and handling of rural corruption has already raised theacademic’s attention, but onthe whole mainly are some scattered and mentioned byresearch,especially lack of systematic and specific research.The author take the officials in thetownship and village level as the essay’s main studyobject and thenspecially researchon thepreventing and handling of rural corruption in the township and village level.the authorbelieve this essay have great research significance and value no matter in the administrationtheories or onthe government’s practice.There exist many special difficulties in preventing and handling of corruption in ruralareas,such as the scope of rural areas is too wide while the villages are scatteredeverywhere, the local patriarchal relations are intricate, and is far from power supervisionsystem, the information is unobvious, all these make corruption prevention workdifficulty.What’s more a large number of the rural population are farmers,they are dispersed,lack of their own organization, the anti-corruption energy is hard to accumulated and it ishard to take combined group action,we can see clearly too many people but too little powerin anticorruption efforts.All these above mentioned problems should be specially stud ied in asystematic way. The study should not only take a specific angle but also should have anoverview perspective,so as to find comprehensive solutions in anti-corruption efforts.Thisessay fully discuss corruption phenomenon in the rural areas from different discipline’perspective,such as management,politics and so on.By searching and analyzing on a vastnumber of cases. it analyzes five characteristics of rural corruptions and eight reasons ofrural corruptions,including subjective and objective reasons.Based on these analysis,itspecially point out thirteen countermeasures on preventing and handling of ruralcorruption,including control the corruption of high-level officials,so as to reduce high-levelofficials’ exemplary role for the lower-level officials;at the town-ship level should strengthenprevention and precaution mechanism combine with institutional system in anti-corruption;atthe village level should construct and improve the institutional mechanisms,besides,wipe outthe soil that nourish rural corruptions; the whole society should take greater joint efforts tofight against rural corruption,especially try to set up the farmer’s association under the guideof the communist party of China,and let the farmer’s associationbecome an important tool inrural anti-corruption.
