The welfare and security of physiological vulnerable groups is an importantbenchmark which measure of a national and regional level of public services andsocial civilization. The welfare policy of physiological vulnerable groups has apositioning guide, regulate and promote the role to this group.Chinese and foreign countries have formulated and implemented special welfarepolicy which covered living services, health care, culture and entertainment, andprotection of the rights and interests to the physiological vulnerable groups, such asdisabled, the elderly, women and children. By contrast, we can find that China andwestern countries both focus on their welfare, but the policies of western countriesmore complete. And Western countries pay more attention to the legislation whenprotect this group’s interests; For this group, China often treat them specially, butwestern countries encourage them to live like a normal person; In the process ofpolicy implementation, Western countries pay attention to let the professionals play arole, and they stressed the responsibility of the government in this group’s welfare.Western countries encourage social forces to participate in it, but China is moredependent on family in the provision of welfare services. It is worth mentioning thatthe western countries like to play the role of the community when provide welfare thegroup.At present, there are many problems in Chinese physiological vulnerable groups’welfare policy. For example, insufficient supply of welfare policy, Policy areadifferences, lack of legislative protection, lack of government investment, Excessivedependence on the family, and so on. We should actively learn from the advancedexperience of Western countries in welfare policy of vulnerable groups. And improvethe welfare policy system, to expand the welfare coverage, strengthen legislation toprotect, increase government investment, to encourage social forces to participate in,training professionals, take advantage of communities, and so on.
