At present, China is in a period of rapid economic development and profound changes in society, simultaneously also entered a time that contradiction appearing. In this time, economic sectors, organizational forms, employment ,relations of interests are being multi-polarization, has become a huge social vulnerable groups. They lack channels to express their own benefits and way to influence public policy, can't defend their benefits effectively,unable to enjoy the opportunity equally to participate in social competition and share the fruits of development, even has had the vulnerable groups generation of border circulation tendency.Therefore,construct an effective mechanism of vulnerable groups'welfare demands, promote their welfare demands capacity, is an inevitable choice to defend and realize its legitimate rights and interests, causes it to enjoy the fruits of social development fully, so to realize a harmonious society finally.Have an attention to vulnerable groups' welfare demands capacity especially important in the current period of social transition. Fairness and justice are the foundation of a harmonious society, the harmony between different groups is the key to construct a harmonious society. The harmonious society refers to the society in which the social various groups'relations of interests are coordinated. Under the condition that the society splits up unceasingly, the government should protect different social stratum'benefits, maintain a fair and harmonious social order, avoid certain social strata, specially the vulnerable groups'welfare receives harm.Second, after the analysis on vulnerable groups' formation mechanism as well as the manifestions that they have a low capacity of welfare demands, has carried essential analysis on welfare demands of vulnerable groups in the current period of social transformation, which based on the distribution of benefits,increasing differentiation of social structure and function of dislocation of the government.Finally, from the analysis on a series of difficulty which faces to welfare demands of vulnerable groups in the current Chinese society transition period,such as lackness of power and rights and interests, the welfare system, deficiencies in the channels of demands as well as legal assistance, proposed the corresponding countermeasures on three aspect ,provide"the green passage"from the system for the vulnerable groups'benefit expression, establish perfect benefit compensation mechanism, found and support social organizations that can on behalf of vulnerable groups'benefits.In brief, establish a new mechanism of benefit demands, provide a smooth system platform of benefit demands for various social strata particularly for vulnerable groups, is the premise and the foundation to construct a harmonious society.
