Construction Of Chinese Developmental Social Welfare Model

Social welfare is an important part of social security studies. Social welfare aims to solve social problems and improve citizens’ living standards and quality of life. So, in different historical stages of development, social welfare should have different specific projects, targets and development model.With30years of reform and opening up, China as begun to step into the "developmental" historical stage from the "survival" one. And the focus of developmental stage is Human development. Therefore, we must re-examine China’s social welfare system to make it adapt to the requirements of our generation. In this paper, from the perspective of developmental social welfare, based on the reality of China and the experience of other countries, the author tries to construct a developmental social welfare model in China for the readers. The paper is composed of five chapters.The first chapter gives an introduction of the paper, which mainly discusses the background, purpose of the research as well as certain important concept definitions. Then, it concludes and presents the research fruits and condition of the domestic and overseas scholars on the subject in this paper. Based on these, the author puts forth the research framework, methods as well as theoretical meaning and practical meaning. Finally, it points out the innovation and the possible deficiency of the paper.Through a large number of documents, the second chapter tries to hold a full grasp of the developmental social welfare theory in terms of its origin, development, content, meaning, theoretical foundation and the difference between the traditional social welfare and the developmental social welfare.The third chapter gives a review of the formation and development of China social welfare model. And it also presents a thorough analysis of the problems and their causes of China’s social welfare model. From the comparison of the systems of welfare countries, the fourth chapter summarizes the achievements and problems of the welfare states. Then, it sums up the practice of foreign developmental social welfare and the main way of implementing developmental welfare.The Chapter fifth demonstrates the principles, feasibility and concrete practice model of developmental social welfare construction in China. In conclusion, the article also makes a note for the discovery in this study and the potential attention in the future.
