Research On My Country's Child Welfare System From The Perspective Of Developmental Social Policy

Since the capitalist world saved itself from the economic crisis in the 1930 s with the state's macroeconomic regulation and control,the capitalist countries actively intervened in economic and social affairs to establish a social security and welfare service from the cradle to the grave.Child welfare also entered a stage of rapid development with the construction of post-war welfare countries.Since the 1990 s,in the new economic and social situation,scholars such as Giddens and Midgley have proposed a development-oriented social policy in which the economy and society are coordinated,which has also promoted a series of child-centered developmental policy.China is in the period of social transformation.The traditional social welfare model of filling the gap is no longer suitable for the economic and social situation of China's rapid development.The development concept of social welfare,especially the future of children's welfare,which is related to the country and the nation,needs to be updated.The social policies for promoting welfare development in children abroad are quite extensive.In terms of institution building,the welfare state has developed various policy tools such as financial support,child allowance and childcare services.Based on the perspective of developmental social policy,this paper sorts out the historical dimension of China's child welfare system,and analyzes the conclusion that China provides insufficient development of children's welfare and lack of developmental social policy.The developmental social policy is the new social policy preference of the welfare state and is the direction of its social policy reform.Studying it also helps us to consider the possible path of China's child welfare policy reform.The increase in the employment rate of dual-employment in China has brought about the lack of child care,the increase of economic development level leads to the increase of the cost of family child-rearing,etc.,which have affected the fertility willingness of the people and prompted the government to frequently modify the family planning policy in recent years.From this point of view,China currently has similar conditions to the reform of children's social policies with the welfare state.It should be cultivated that the social development policies for the development of child welfare reform and strengthen children's development welfare.
