Qualified talent team of administrative organs is one of the main forces leading and promoting the overall development of economic and social society. In recent years, with the constantly improvement of state civil servants and leading cadres selection system, China has initially formed the mechanism of implementing civil servants exams as the main method for selecting qualified personnels while conducting open selections among leading cadres and improving the transfer system of military officers, which has provided a strong organizational support for the overall social and economic development. However, due to the limitation of existing institutions and mechanisms, there are difficulties for administrative organs to select talents in need under the civil servant exam system, which to some extent has caused talent deficiency in the structure of leading cadres among administrative organs and has seriously affected the long term development of the party and national undertaking.Introducing talented personnels under non-civil service exams will not only give full play to talented people, but also optimize the structure of administrative organizations, arouse the passion of other staff, ease employment tension, alleviate outdated structure and promote social harmony. Thus, build a new channel for introducing talented personnels for administrative organs can ensure the fairness for personnels at all levels to compete for certain positions.Taking Changsha as the case, this paper has conducted a systematic and’profound study on the talent introduction system of administrative organs under non-civil service exams. This paper has firstly introduced the background and the meaning of the topic and referential content and method of researches under this topic. Secondly, the paper introduced the talent introduction system under non-civil service exams from four aspects, including the concept and work analysis, competency, position allocation, and system, which has fully elaborated the importance of implementing such system. Thirdly, by surveys from the real case of Changsha, the author has affirmed the initial achievement of such system and has especially conducted relatively profound analysis of the major problems and causes within such system. Fourthly, the paper has introduced other similar systems that are under operation by domestic and overseas administrative organs and has summarized their experiences. Lastly, on the basis of theoretical analysis and practical cases, the author posed suggestions for the system in five aspects, including the principles, criterion, channels, innovative methods and mechanism guarantee for such system. This paper applied relevant references and theories as the support, combined local situations, analyzed problems and provided solutions, which aimed to provide solutions for similar situations and contribute to the national economic and political construction.
