Government’s Responsibilities For The Protection Of Landless Farmers’Sustainable Livelihoods

As China’s urbanization and ndustrialization advances, the increasing number oflandless peasants whose livelihood sustainability issues placed before the Government,how could China make a smooth urbanization and industrialization, with landlesspeasants keeping their standard of living, and gradually improving their standard ofliving? How to make the landless peasants has a smooth integration into the cities,to become a real member of this urban family? Governments have to face theseserious problems.This essay used vulnerable groups theory, public products supply theory,governments’ responsibility theory and continued livelihoods theory. It revealed thatto ensure landless peasants’ livelihoods sustainable could help governments reducepoverty population, building social harmony, breaking binary structure of cities,maintaining governments’ credibility and build up a harmonious society. It pointd outthat in order to ensure landless peasants’livelihoods could be continued, governmentsmust start respectively from these following areas: transformation of governmentsfunctions, building up reemployment system, constructing the social security system,to perfect the current land management system level.And governments should putfocus on these aspects:in the function side, the government should change theirgovernance concepts, speeding up the functional transformation, and return to thepublic service function; In the land management system side, governments shouldprotect farmers’ land usufructuary right, to strictly define land requisition with publicinterests and non-public interests. To clearly list the "public interest" in constitution,and matter right law and other correlation regulations, so as to make theadministrative organs have laws to follow. In the system side, governments shouldbuild up landless peasants’ social security system and reemployment service system,reasonably define of the central and local governments’ responsibility. in supportingmeasures’ side, governments should focus on the residence and education so as to plana good urban and rural development, and at the same time, improving the localgovernment financial system, establish a rational system of local governmentsperformances.
