A Study On The Communist Youth League Construction On The Primary Level In Accordance With Urban And Rural Integration

Since2003, based on the theory of "the city guiding the countryside" Chengdu has launched a comprehensive, in-depth "self-funded reform on urban and rural integration". After seven years of vigorous efforts and practice, Chengdu has made a series of major achievements in terms of the reform and development of urban and rural integration, which has led to the profound changes in the way of life and mode of production of both urban and rural residents. Due to increasing mobile youth population and their diverse thinking patterns, ways of act and valves, the primary League organization is in name but not in reality. The previous League organization based on administrative system, to a large extent, cannot go with the youth’s gathering, communication and mobilization patterns. The cohesiveness of the primary League organization and its capacity to guide and organize the youth are decreasing. How to form a new pattern to establish league organization in accordance with the latest situations, changes and characteristics of urban and rural youth remains an open question, which needs further study and exploration. It is the Communist Youth League’s important political tasks and historical mission. In June,2009, the League Central set Chengdu as a pilot city for League construction in accordance with urban and rural integration, which requires Chengdu to be realistic, to explore a new pattern for League construction in line with urban and rural integration and to provide real basis for improving the entire League construction and the work on the primary level. The pilot work has brought Chengdu new opportunities to explore and establish new League organization, give full play to its potential and vitalize the League organization on the primary level. Through in-depth analysis of the pilot work for League construction in line with urban and rural integration, this paper tries to summarize the basic methods of pilot work for the League construction, discover the innovative thoughts and experience, and explore the characteristics of League construction on the primary level in line with urban and rural integration. This paper also tries to find out the problem and obstacles for League construction on the primary level and therefore, propose some effective suggestions and solutions for the League construction in line with urban and rural integration and the characteristics of league construction in Chengdu.
