The Communist Youth League of China is one of the most important mass organizations under the leadership of the Communist Party of China.It is an important guarantee for the social development and economic construction of our country.Taking a broad view of the development history of China in the past hundred years,the Communist Youth League has played an active role in the harmonious development of the relationship between the party and the masses,and is an important guarantee of social harmony and stability.With the development of China's reform and opening up,the Communist Youth League will play a more active and important role,effectively promote the smooth implementation of the work.In August 2016,the central office issued the "Central Committee of the Communist Youth League reform program"(hereinafter referred to as the "plan")to explain in detail the Communist Youth League Central reform guiding ideology,basic principles and main objectives and requirements at all levels of the Central Committee to lead the reform and construction of group action,from top to bottom to achieve the objectives of the reform work pattern.The construction of grass-roots organizations involves many aspects,such as organizational structure,rules and regulations,cultural construction,personnel management,etc.,both static management of the organization and focus on the organization's dynamic control.With the change of the social development situation,the Communist Youth League must take the national overall development plan as the basis,combined with their own situation and actively carry out the "two new league",will cover the influence to the new social organization of the Communist Youth League and the new economic organization,so as to enhance the influence of the Communist Youth League organization.This paper follows the research ideas of "finding problems-analyzing problems-solving problems",taking the research organization of Jinyun County,Zhejiang Province as the research object,and synthetically using the research methods such as case study method,literature research method and questionnaire survey method.Depth understanding of the current Jinyun County,Zhejiang Province,the Communist Youth League organization has made a significant increase in organizational vitality,organizational style construction continues to strengthen the organization and service capacity significantly improved and other results;at the same time there is insufficient coverage of the organization,grass-roots organizations cohesion is not enough,organizational management level set unreasonable And other issues.On the basis of the analysis of related problems,this paper puts forward the idea of expanding the organization of grassroots CYL organizations,strengthening the cohesion of grassroots CYL organizations,consolidating the organizational foundation of grassroots CYL organizations,improving the operation mechanism of grassroots CYL organizations,strengthening the level of grassroots cadres,Targeted countermeasures.
