A Study Of The TD E-Government Pilot Project Of City Fukang, Prefecture Changji Of Xinjiang Region

With the rapid development of mobile communication technology, the mobile e-government has become an important direction of application domain for electronic government affairs to enhance the government service ability.3G technology especially with independent intellectual property rights of the TD-SCDMA technology, greatly enhance the wireless data bandwidth, provides excellent radio bearer channel, with the original lot of mobile e-government application" fusion" to upgrade conditions, which has an important sense to improve the government efficiency, to reduce administrative cost, to strengthen social management, and to promote social stability.In this Engineering Master’s thesis, the author uses the knowledge learning from the course of project management and related theory as a guide, with himself as one of the principal person in charge and personally involved in TD e-government pilot project as an object, discussed in the process of construction project management method and some key problems. Firstly, according to the current e-government situation in western region where information resource construction is lagging behind, the paper finds out the root cause, puts forward the feasible construction content, elaborates the method that solves a problem and strategy. Then, we choice a representative small city as a example to study, including the e-government construction present situation and the demand analysis, the principles and objectives, as well as TD e-government pilot project planning and construction scheme. Finally, with network plan implementation, the thesis focus on the construction of the planning and implementation of several key problems, analysis the project management in the city of TD e-government pilot project in the role, and in the scope of the planning, organization structure research, networking planning, project management, project quality management, cost control and after-sales service, the expected effect analysis, the use of project management method.TD construction of electronic government affairs is complicated system engineering, cross a multidisciplinary knowledge. Our country has not form a system, mature theory. This article summarizes the Xinjiang pilot TD e-government construction experience, uses some methods of project management, and thoroughly studies the TD e-government construction train of thought. It is believed that the TD e-government of nation and remote areas and their information resources construction would have certain reference function.
