Risk Management Research About The General Technical Work In The Pilot Project Of Military Informationization

Recently, our army has quickened step of the military informational construction. Combining with the actual needs of the tactical demand, it has attempted to carry out the construction of pilot work in the pilot units. Military project is high-risk projects, often because of factors such as military tasks, resulting in unexpected events, and increase the risk of the project. Also, informational construction is complicated system engineering, involving lots of units, personnel, equipment, technology and technologies. Possibility and complexity of risks is huge.In this thesis, the concept of the project risk management is introduced. Its concept, origin and development, the definition of the risk, category and the course of risk management is explained. Then the theoretical basis and practical significance of the research is summarized. Meanwhile the feature of the project of military informational construction and its general technical work is analyzed.Viewed from the project manager, the basic process of risk management in the general technical work of military informational construction is studied with these characteristics. The risk recognition, the risk assessment and the strategy for risk treatment are analyzed emphatically. According to the content of project tasks, the whole project is be divided three stages of the project demonstration, the technical scheme design and key technology tackling and joint-test organizing and application. Combined with the practical situation of the project, deep research has been finished. Potential risks in project is identified and evaluated, and the strategy for risk treatment is presented.Finally, the emphasis and difficulty in risk management research about the general technical work in the project of military informational construction are summarized. Military informational construction project risk management should be comprehensive, running through the whole process. Combining the characteristics of the project process, linking theory and practice, and finding the most important risk in each stage are necessary. The correlation, complexity and the sphere of influence of the risk should be concerned. In order to solve the risk problems better, it is necessary to modify the risk management methods constantly.This thesis is an exploration and practice of risk management about the general technical work in the project of military informational construction. Some references are hoped to be given for risk management of similar projects.
