Research Of Mechanism For Regional Synergetic Innovation Promoted By The Cooperation Of Government, University, Enterprise And Academic Institution

The18th National Congress of Communist Party of China has explicitly proposed to accelerate the implementation of innovation-driven development strategy and made a strategic plan to strengthen synergetic innovation. In connection with the geographical features of Optics Valley of China (Wuhan) and in order to promote the upgrading of the industrial structure and the transform of the mode of economic development, the role of "Policies" in co-organization shall be stressed through the cooperation of government, university, enterprise and academic institution. The innovation of synergetic innovation mechanism should also be promoted. The advantage of Optics Valley is the wealth of scientific and educational resources. Its potential lies in the transfer of scientific and technological achievements and its future depends on the mechanism innovation.This thesis summarizes the "four-wheel drive" theoretical framework by analyzing the status and needs of local development. Combined with the analysis of foreign cases this thesis puts forward the proposal of the cooperation of government, university, enterprise and academic institution to facilitate the regional synergetic innovation development. The thesis is divided into six parts:Part One, Introduction, which defines some basic concepts, explains the significance and connotation of the research, introduces research status and methods in and outside China and brings explicitly forward the innovation of the research; Part Two, which explains the connection between the cooperation of government, university, enterprise and academic institution and the synergetic innovation and proposes the synergetic innovation mechanism of Optics Valley of China (Wuhan), the core of which is frontier research, pre-production research, collaborative research; Part Three, an analysis of the status and needs in the process when the cooperation of government, university, enterprise and academic institution facilitates the regional synergetic innovation, which analyze the geopolitical status and needs of synergetic innovation from "Hubei, Wuhan and Optics Valley" three levels; Part Four, Theoretical Framework, which analyzes the classic triple helix model and puts forward the " four-wheel drive " micro-system in order to facilitate the concrete implementation of the triple helix model after investigating three paradigms of the model; Part Five, Case Studies, which respectively introduce the main implementation models of the cooperation of government, university, enterprise and academic institution in United States, Japan, Britain, South Korea, Taiwan; Part Six, Proposals of the mechanism construction of the cooperation of government, university, enterprise and academic institution, with focus on the needs of collaborative innovation and the current status of Optics Valley.
