Research On Roles Of Agricultural Universities In Public Service In The Rural Area Based On Triple Helix Model

Rural public service is the necessary condition and important guarantee of agricultural development,rural incomes and agricultural modernization.Under the circumstances of large population base,weak economic development foundation,and the binary system of urban—rural division,although the rural public service system has already improved constantly,there are still many problems in our country,such as insufficient supply,unbalanced structure,lagging of rural public service system and so on.At present,government is the most important provider.Besides,enterprises,colleges and universities,agricultural associations,NGO organizationalso provides the rural public service in different degrees.Among them,the agricultural universities,as one of the important suppliers,improve the teaching and scientific research level,its status and role in the rural public service is more and more significant.This thesis takes Triple Helix theory,polycentric governance theory,and Collaborative Innovation theory as the main theoretical basis.And it uses literature study and interview method as the main Research Methods.Through investigation and research,this thesis analysis the present situation,participation paths,and extant problems of agricultural universities engaged in rural public service.In order to ease these problems and rationalize the relationship among government,agricultural university,and rural cooperation organization,this thesis build "Triple Helix of Rural public service model"according to China's national conditions and foreign experience.This thesis focuses on analyzing the role of agricultural universities in the model and its interaction with the other two main suppliers.And then discuss the status and implementation approaches in supplying rural public service.Based on Shenyang Agricultural University as an example,this paper analyzes its current situation.Combining "Triple Helix of Rural public service model",the thesis discuss the functions and perfect paths for it when participating in rural public service.Conclusions:(1)Agricultural universities take part in rural public service mainly through developing training system,promoting agricultural technology,establishing the demonstration base.The degree of participation mechanism could be divided into leading supply mechanism and voluntary supply mechanism.At present,the participation in supplying rural public service is not high.It is also difficult to form a long-term mechanism.Besides,the functions of teaching?researching and promoting agricultural technology are separated.(2)Combining our national condition with foreign experiences of America,Japan and India,we could learn some useful methods of work such as integration development mode of teaching,researching and promoting;unobstructed channels for requirements expression;science and technology extension mode with Agricultural University as the core.(3)Under the guidance of this "Triple Helix of Rural public service model",firstly,agricultural university could enhance its technical support function through developing farmers' education,and enlarging science and technology effect of the demonstration base;secondly,agricultural university could play a link role between government and agriculture associations through promoting the integration of teaching.scientific research?agriculture technology extension,and the development of "Internet"model;thirdly,agricultural university could be a think-tank through integrating human resources and information resources.(4)Shenyang Agricultural University participates in rural public service through the construction of base,technology promotion,education and training.These practices contribute a lot in increasing the quality of production and farmers,income.In the meanwhile,Shenyang Agricultural University has some problems such as low comprehensive service capacity,detached chain betweentechnique and industry,and low coverage of information construction in the practice of providing service.According to "Triple Helix of Rural public service model" and foreign experiences,this thesis concludes:firstly,Shenyang Agricultural University could play a role of technical support through optimizing farmers' education and training system,and creating"Demonstration Base + Service Station + Technician" model to implement full coverage of science and technology services;secondly,it could play a link role between local government and agriculture associations though the integration of technology chain,industrial chain and management chain.Besides,strengthen the construction of network platform is also necessary;thirdly,it could play the role of think tank through integrating all kinds of resources and reserving talents for new rural construction.
