Research On The New Rural Community’s Management And Maintenance:Based On The Perspective Of Spatial Behavior

New rural community is seen as the binding sites of balance urban-rural development, the starting point of impelling the urban-rural integration and the growth point of rural development, being a fulcrum of prizing the problems of "three agriculture". It plays a significant role during the process of the new urbanization with Chinese characteristics and in the career of boosting the comprehensive well-off society. However, with the further working, the defects of focusing on building rather than management and maintenance emerge such as community’s mess, abandoned green space and lots of unreasonable phenomenon that lies in everywhere. The situation goes far away from the requirement of the third plenary session of the 16th central committee of the communist party of China which turn the community into a well-organized and harmonious social community. At the same time, with the township economy becomes the exerting point of China, Rural community has been more open. Not only is it a joint for both profit and conflict, but also there are diversely new social group of rural community surging out. So it captures scholars’attentions to find the ways to ameliorate the new rural community’s management and maintenance to co-governance for interest coordination and consolidating the achievement. Accordingly, the research which is based on the perspective of spatial behavior try to find out how different interest groups work on new rural community’s management and maintenance to identify its process. Furthermore, we bring in the triple helix model of innovation and the new rural community’s management and maintenance TH mode to coordinate every interest group and resource of integration efficiently to the new rural community’s management and maintenance. The following of the main conclusion:(1) Through the new rural community’s managing and maintaining performance evaluation, the research discerns the spatial behavior of managing and maintaining subjects during the new rural community management and maintenance. This study displays that the spatial behavior of managing and maintaining subjects is limited collaboration, restricting the normal operation of new rural communities. So the research explores the mechanisms of each subject involved in community management and maintenance that as a rational person, whether the managing and maintaining subjects take participate in community management and maintenance, the key is whether there is an endless chain of mutual benefit between the body to maintain its own development while each subject in hand coordination.(2) Based on the Triple Helix model of regional innovative management theory, the research builds a new triple helix model of the new rural community’s management and maintenance with the managing and maintaining subjects, including Service organizations (government, village), social organizations(businesses\research institutions,and so on), farmers in rural communities, and reconstructing the knowledge space, convergence space and innovation space of managing and maintaining subject. Through the new model explores the interactive collaboration mechanism between the mains. It provides a new theoretical guidance for the new rural community management and maintenance.(3) Through coordination degree model complex systems, evaluating the collaborative innovation ability of the new rural community’s management and maintenance TH mode. the results show that the managing and maintaining subjects are lack of collaborative innovation capacity, and the difference is obvious. Because the different policy environment of rural communities and their own conditions, the collaborative degrees of each subject vary in the new rural community’s management and maintenance. To make the community’s management and maintenance TH mode effective operation, we should further strengthen coordination subsystem optimized to achieve the management and maintenance TH system synergy.(4) Through the research we can deem the managing and maintaining subjects, including service organizations (government, village), social organizations(businesses\research institutions,and so on), farmers in rural communities as a management intellectual body of rural, providing decision-making guidance and acting team for the majority of rural construction. With the effective integration of resources, we can achieve in situ urbanization of farmers, rural prosperity, and thus ease the pressure on urban employment, provide intellectual protection for urban and rural development.
