In recent years, with the rapid social and economic development, governments at alllevels in order to keep up with the pace of development, but also conversion functionsin order to better serve the public. Civil service management performance evaluationis an important means to improve the quality of civil servants, optimizing the structureof the civil service, improve the government executive power an important way.However, China’s civil service performance appraisal system is still in its infancy,there is a theoretical immaturity, system construction and practical operation of touchand other ills. Therefore, for the civil service performance appraisal research is verynecessary. In this paper, Changchun City as a case related to domestic andinternational performance appraisal based on the theory that after the city in recentyears for a wide performance assessment of the actual situation of research and foundcity wide performance evaluation mechanism currently exists is not reasonableassessment indicators, assessment methods unscientific, supervision and examinationfailures, improper use of assessment results and other issues, there is a deep-seatedreasons for this problem both the traditional concept of respect, but also institutionalaspects of the system. In this paper, use the theory and performance evaluation of theactual width of the city, trying to rebuild a city wide civil service performanceevaluation mechanism. The first, I give city wide performance assessment designed ascientific and rational assessment objectives, and then made a number of advancedperformance evaluation methods, and should improve the supervision andexamination system, but also focus on the use of assessment results.
