Township civil servants are at the most basic level of the civil servants.They are the propagandists,implementers and practitioners of the principles and policies of the Party and the state.They are a special group directly facing the grass-roots level,facing the masses and facing actual contradictions,shouldering the mission of rural social stability,economic development,cultural prosperity,ecological protection,building a well-off society in an all-round way,and implementing the strategy of rural revitalization.Perfecting and strengthening the assessment of civil servants is an important means to carry out effective management of civil servants and an important way to build civil servants.Due to the influence of ideology,existing system,local social economy and administrative ecological environment,Kaizhou District is assessed by township civil servants.There are still some problems,which directly affect the enthusiasm of township civil servants,affect the development of rural grass-roots level,and there is still a certain gap with the organizational requirements and people's needs for a better life.Using modern public management theory,human resources management theory and related research results,combining with domestic and foreign practical experience and my actual work experience,this paper makes a thorough research and analysis on the present situation,existing problems and their reasons of the assessment of township civil servants in kaizhou district of chongqing.On this basis,adhere to the combination of theory and practice,close to the requirements of the central and leadership,close to the new era "three rural" work reality,close to the actual situation of assessment of township civil servants in Chongqing Kaizhou District,from the assessment subject,assessment indicators,assessment methods,assessment results,assessment culture.From the aspects of optimizing the assessment of township civil servants in Kaizhou District,this paper puts forward some concrete countermeasures in order to construct an optimized,standardized,useful and systematic assessment system,to build a loyal,clean and pragmatic contingent of township civil servants,to stimulate the vitality of cadres and entrepreneurs,and to promote the economic and social development of villages and towns.This paper focuses on the use of advanced management theory to guide the whole process of research,and puts forward that the assessment of township civil servants in Kaizhou District should adhere to the mass line,accurate assessment,people-oriented and other core points of view.and strengthening the construction of assessment style from highlighting the diversification of assessment subjects,flexibly using assessment methods,creating assessment environment,accurate classification assessment,scientifically setting assessment indexes,highlighting material and spirit,paying equal attention to encouragement and restraint,and strengthening the construction of assessment style.It is hoped that it can provide reference significance for the assessment of township civil servants in western China.
