| At present,making government affairs public has become the social hot spot as well as one of the important topics in the research of the academic field.As a basic system of modern democratic countries,political affairs open system is the product of the development of modern democratic politics after many stages.It is also an important trend of ruling state and dealing with politics,and a necessary requirement for the development of democratic politics.Promoting public affairs is an objective requirement to develop socialist democracy with Chinese characteristics and realize civil rights.It is the key link to realize the rule of law and build a socialist country under the rule of law.It is an important measure to improve the government's working style and build a service-oriented government.It is a key factor to promote the reform of the administrative system and improve the socialist market economy.It is a good policy to strengthen the restriction of power and promote anti-corruption work.The reports of the 19 th National Congress of the Communist Party of China points that deepening government affairs public is imperative and significant,because of the demand that further deepening the reform,enhancing the government credibility and execution,developing n of service oriented government with people's satisfaction in the new era.Making government affairs public is not only the requirement of the democratic political construction,but also is the essential means to maintain social harmony and stability under the background of a series of reform measures,such as deepening “release,management,service” and institutional reform.On the basis of absorbing the theories of experts and scholars from home and abroad,this paper used the method of literature research method,the empirical research,etc.Through the related literature analysis to the home and abroad being consulted and neatened,I analyzed the current situation and successful experience of making government affairs public at home and abroad.In this paper,I also analyzed the problems and causes of the public affairs of the government in Kuancheng District,Changchun City,and put forward some concrete measures.The full text is divided into six parts.The first part is the introduction,which mainly includes the research background,research significance,other domestic and international literature review,research ideas and research methods.The second part is the basic connotation of openness in government affairs,which includes the concept of government affairs,the subjects,objects,contents,methods and basic principles.The third part,according to the temporal I reviewed and summarized the development of Kuancheng District and analyzed the current public system construction,the content,form and platform construction of public information,etc.The fourth part analyzes the problems and causes of government affairs in the Kuancheng District,which mainly studies from three perspectives: institutional system,practical implementation and ideological understanding.The fifth part is the experiences of domestic and foreign government affairs,mainly from the developed countries such as the United States and some developed cities such as Binzhou District.The sixth part is the specific measures to improve the openness of government affairs in Kuancheng District,mainly from the following aspects: improving legal construction,improving system innovation,improving supervision and assessment system,and strengthening the construction of e-government platform,strengthening publicity and education. |
