The Countermeasures Research Of Perfecting The Openness Of "the Three Official Funds" In Our Government

"The three official funds" is an important part of the government administrative cost, which guarantees normal operation of the government and fulfillment of the social management and service. In recent years, with the awakening of citizen consciousness, the citizens is beginning to pay attention to the operation costs and efficiency of government. As the promulgation and implementation of "the government information transparency" and the frequent exposure of violations on consumption of "the three official funds", the disclosure of "the three official funds" caused wide public concern.On the theoretical basis of "The Transparent Government Theory","The Responsible Government Theory" and "The Public Budget Theory", by using the existing internal and external academic achievements and clarifying the related concept, the disclosure of "the three official funds" was analyzed and interpreted comprehensively and exhaustively. Firstly, the necessity and feasibility of the disclosure of "the three official funds" was illustrated from the perspectives of citizen right consciousness, democracy development and legal safeguard. Secondly, the problems of the disclosure of "the three official funds", such as lack of initiative, timeliness, authenticity and standardization and their causation were expounded. Finally, some countermeasures and suggestions such as raising awareness, setting standards, strengthening supervision, reinforcing accountability were put forward to promote the normalization, scientization, transparency and standardization of the disclosure of "the three official funds" in our government.
