The excellent work from urban management and law enforcement officers canaccelerate the pace of urban development, and on the contrary, the poorperformance from the officers would hind the progress of the city. Strengthening themanagement of urban management and law enforcement personnel and improvingits service level and service capabilities is increasingly becoming the focus concernfor people. There exist some lower qualified urban management and lawenforcement offers in the team, who perform improper law enforcement, and breakthe law intentionally during their work,seriously affecting the image of urbanmanagement. The key initiative to change the status quo is to strengthen theteam-building of urban management and law enforcement, not only offering jobskills training, but strengthening ideological quality,political literacy, professionalethics as well, striving to move closer to the professional law enforcement team. Thispaper based on both theoretical and social practical research, choosing urbanmanagement system in Shanghai as study base,doing field research of the issue fromurban management and law enforcement. Firstly, summarize related theories andresearch results of human resources training at home and abroad, analyzing theirfeasibility and shortcomings. Secondly, study personnel training policies of urbanmanagement and law enforcement, including national policies on urbanmanagement, urban management rules and regulations of the various provinces andcities and the successful reform experiences. Combining existing problems, designone sets of questionnaires, using Shanghai Urban Management law enforcementofficials as studying objectives, sorting out original data,using comparative analysisand predictive analysis and other analysis tools to interpret the informationcontained within the data, pointing out the reasons, associated mechanisms andresults behind Shanghai Urban Management and law enforcement Team Building.Finally, provide solutions to the measures. This paper provides three views: tostrengthen the personnel training system in Shanghai Urban Management and lawenforcement is to improve supporting measures; organizational structure and supporting institution building and other factors would exert an impact effect ontraining for urban management and law enforcement officers; to strengthen thefinancial management training is to establish a scientific monitoring mechanism.There is a major innovation is the studying content creation, the first insight intoTeam Building of urban management and law enforcement officers, which is the firstof its kind in the country with forward-looking.
