The Current Public Security Main Problems Of Chinese Rural Areas And The Research Countermeasure

China is a traditional agricultural country with thousands years of history and a large rural population. The problems relating to agriculture, rural areas and farmers are critical to the overall situation of the party and our country. The rural security problems have a great impact on the entire social security situation. The stability of the rural areas impacts the stability of the whole country.The rural social security problems affect the overall situation of the construction of a well-off society as well as the overall development and the future trend of the rural China. Strengthening the research and exploration on the outstanding problems of rural social security as well as improving the rural social security management mechanism is a major initiative to stabilize rural society, promote agricultural development, secure the farmers’live and work and crack the "three rural" issue under the new situation. It’s also the basic strategy work to build a new socialist countryside. To achieve aharmonious, peaceful and law-ruled countryside needs to deepen reform, strengthen governance, develop rural social economy, increase the investment in crime prevention and control in rural areas, increase legal advocacy efforts, improve farmers’awareness of the law and establish a good rural social security environment. .This paper gives a comprehensive analysis of argumentation on the current outstanding problems of rural social security system by adhering to the scientific concept of development, adopting the method of. literature research, statistical analysis, field research, case studies and other research methods.The paper consists of the following five components:The Introduction section describes the research significance, the domestic research, the research ideas and methods, the paper frame and the innovative ideas and etc.The first chapter outlines the the basic theory of strengthening the governance of rural social security. This section argues that the theory of social conflict, the theory of local government governance, the theory of building a harmonious society combined can serve as the theoretical foundation and policy guidelines for the study of rural social security governance. Also it argues the importance and urgency to solve the current outstanding problems of rural social security.The second chapter analyzes the outstanding problems of the current social security in rural areas. It sums up the overall situation of China’s rural social security, pointing out that in recent years, China’s rural social order maintains the overall stability, public security organs exert obvious influence on security management in rural areas, meanwhile it notes the imbalance development of rural social security. This chapter reveals the main problems in the current rural social order such as gangs and other criminal acts involving evil, group events, underground lottery,"pornography", illegal religious forces, serious security problems of people left behind, frequent rural security disasters and etc. Furthermore, this chapter analyzes the hazards of these problems mainly the serious impact on social and economic development in rural areas, on the development of democracy and the party group relationships.The third chapter analyzes the origin of rural social security problems, developing them respectively from the social reasons, cultural reasons, legal reasons and etc.The fourth chapter proposes strengthening the rural social security governance and the solution of constructing a harmonious rura society. This chapter strongly advocates that we construct an effective system to solve the problems of rural social security from three approaches:building the governance mechanism of rural social security problems, deepening the reform to strengthen the governance of local government, strengthening.the rural social construction.
