Founded during the planned economy period, the traditional public service unite (PSU) of China does not accord with the demands of socialist market economy with low efficiency and high cost. All kinds of drawback have already become the serious obstacle of the economy reform and the administration reform. Being lack of a theoretical guide, the former reform causes other problems.This thesis starts with the definition of the term -public service unite, and the analysis on the attribute of the public goods provided by the PSU. From comparison of three kinds of systems to provide public goods, that is enterprise providing system, government providing system and non-profitable organization (NPO) providing system, a conclusion can be draw that the NPO should be the strategy choice of the organization innovate and institution innovate. Then, the thesis puts forward a policy and law framework, as well as non-profitable mechanism to reform the traditional system.Finally, analyzing the existing problems of the PSU in many aspects such as funds supply, management system, mechanism and source allocation in a positive way, this thesis discusses the feasibility and applicability of the objective mode that has been drawn above.
