There are a lot of public institutions in Zhuzhou, and a large numberof talents get together here,thus having a significant impact onaccelerating economic and social development and implementing scienceand education strategy in Zhuzhou. The personnel system reform hasbeen carried out for more than20years with significant achievements,however, there are still onerous tasks left. Analyzing and researchingthe problems of the revolution of institution personnel system, andputting forward the strategy of deepening the reform, will play asignificant role in improving the enthusiasm of staff, fully developingtheir potential and talent, and improving the ability and efficiency of theinstitution to perform the functions of public management and service.This paper, based on relative researching achievements from homeand abroad, through a detailed literature review, and according to theactual conditions of public institutions in Zhuzhou, employedorganizational change theory and incentive theory, with the literaturemethod, comparison method and the method of combining qualitativeanalysis with quantitative analysis. This paper has carried on systematicstudy on how to further deepen the reform of the personnel system of thepublic institutions in Zhuzhou, so as to provide reference for deepeningthe personnel system of public institutions in Zhuzhou. There are6parts in this paper. The first part mainly introduces thebackground and significance of topics, domestic related research, and themain content of this article. The second part discusses relevant theories ofthe reform of personnel system of public institutions, mainly includingthe characteristics and disadvantages of the traditional personnel systemand the theoretical basis of public institutions’ personnel system reform,which contain the organizational change theory and incentive theory. Thethird part mainly introduces the practice and experience of the Canadianpublic service organizations’ personnel reforming system, and discussedthe main content and experience of the public institution’s personnelsystem reform in Shenzhen, in order to provide reference on how todeepen the reform of the personnel system in Zhuzhou. The fourth partmainly illustrates the development history of the public institutionpersonnel system revolution of Zhuzhou, mainly focusing on the methods,preliminary achievements, the main problems and reasons, in order tofind out the clues, rules and trends. On the basis of the previous four parts,the fifth part, in view of the problems existing in the reform of thepersonnel system of Zhuzhou, introduces the after the eighteenth sessionof the National People’s Congress, the new trends of reform of the publicinstitutions personnel system, and puts forward the correspondingstrategy.
