Following the national level new districts in Shanghai Pudong, Tianjin Binhai, andChongqing Liangjiang, Zhoushan Islands New District, as China’s first islands new district,is another national level new district which first uses the theme of marine economy. SinceAugust2008, Zhoushan municipal government implemented a "grid management,group-service" work within the city, in order to expand and deepen the linkage inside theparty and the system to serve the people, to tie the party and the people closer, to keepstrengthen the ability of grassroots organizations for social management and public service,and finally to effectively consolidate the base of party ruling at the grassroots level.Zhoushan municipal government further improve the level of scientific and meticulous forthe management of the whole society, by means of the integrating the resources of variousgrassroots organization, establishing the management teams corresponding to each grid,and providing a more convenient, fast, convenient and efficient services to the public.But there is some issues remained to be solved, as the grid management of Zhoushanis still developing. For example, the team of grassroots cadres and grid services lacks workinitiative; there is no effective means to encourage the volunteer of the grid management;the contact of the government departments and the grid management work is not closeenough; the service of the grid management is not targeted strongly; the informationplatform of the grid management is not fully utilized and also not widely covered; thepublic participation in community supervision is not strong enough, and so on.The specific recommendations for the improvement are presented in this article for theexisting problems in the grid management of Zhoushan City. By literature reading, casestudies, survey analysis and other research methods, this article learns from the experienceby comparing and listing the grid operating modes in Beijing and Shanxi Changzhi.
