The fog and haze crisis in early2013seriously impacted people’s normal working and living standard. The traffic was controlled and surveyed, air flight was force to canceled, and respiratory diseases surged a peak. The environmentalissue is not people’s health and quality life, but also seriously hindered country’s economic development. Any crisis has its two sides, also like China’s fog and haze crisis in early2013, it had told the alarm bell of environmental conservation, and it will certainly stimulate the development of air pollution control. The similar situation appeared in London,60years ago. In December of1952, the heavy smog episode took away over12,000lives. And even more people caught bronchitis, coronary disease, phthisis, and even cancer. After the painful price, the British people and government had start searching a road for air pollution control and environmental conservation. The history of British environmental conservation may bring the inspiration to us. The analysis of British environmental policy may have the tremendously significant. This thesis is trying to analyzethe air pollution cause of China, and compare the similarity of British air pollution cause during1960s and1970s. Also by the analysis of British environmental policy, the author is trying to give some constructive advice for China’s environmental policy. Thus this attempt has the tremendously significant for our domestic pollution control. This thesis is trying to use comparative approach to find the similarity of cause of air pollution between China and Britain and prove the approachability of British environmental policy transplant to China with some targeting modification, case study method to explain British environmental policy and exploratory study method to explore a constructive method for China’s environmentalconservation strategy. The explanation has proved that, the British policy has the advantage for air pollution control, and can play guiding role for Chinese future environmental policy. Thus China can imitate British successful experience, by improving and enforcement the environmental regulations and laws, establish a proper economical system, establish an implementablesystem of strategic environmental assessment, encourage and guide masses and relative NGO to participate theenvironmental protection work.
