In this case, to do the safetymanagement of oil and gas pipeline, becomes an important subject in the operation of thecity.In recent years, the Beijing government departments, scientific research units,pipeline operators have on oil and gas pipeline safety risk, regulatory managementmeasures carried out a lot of investigation and research work, but on the whole, thesestudies also is not systematic, not perfect, not comprehensive problem.In this paper, the safety situation of Beijing city gas pipeline as the research object,investigated the basic situation of Beijing oil and gas pipeline, analyzes the existingproblems in the management of oil and gas pipeline, based on the collection of domesticand international relevant research data, risk factors for oil and gas pipeline and caused themain reason for the accident of pipeline the contrast analysis; the current methods of oiland gas pipelines safety evaluation, safety and adopt the method of qualitative, quantitativeand several oil of Beijing gas transmission pipeline is evaluated; by the method of analogy,on Beijing’s oil and gas pipeline risk level made roughly judged; through research,obtained the following main conclusion:1. Oil and gas pipeline leak accidents often cause fire, explosion, pollution of theenvironment, once in place, the consequences are very serious, easy to cause heavycasualties, property loss and serious environmental damage, and affect the normaloperation of the city.2. Influence factors in its oil and gas pipelines safety transport medium, transportationpipeline and the pipeline peripheral natural factors, social factors, production technology,safety management, risk factors, interaction between the complex.3. External, pipe quality and construction quality, corrosion is the top three of thefactors affecting the safe operation of the pipeline.4. The safety of pipeline and pipe distance are the surrounding personnel intensivedegree is the main factor to decide the pipeline accident consequence severity.5. There are pipeline management problem in management responsibility is not clear,measures are not implemented, Beijing City oil gas long distance, influence safe operation of pipelines.6. The overall higher risk of Beijing oil and gas pipeline, should further enhance riskmanagement, reduce the level of risk.On the basis of the above analysis, put forward some suggestions to strengthen thesafety management of oil and gas pipeline.
