The scope of the concept of culture industry has not yet been settled in the worldand has different places of emphasis in different countries, with the creative industry,copy right industry, content industry, cultural content industry, etc. encompassed in itsscope. The culture industry of China refers to businesses conducting cultureproducing or providing cultural services, with film and TV production, editing,publishing, printing, advertising, performing, entertaining, cultural exhibiting, digitalcontents, comic and animation as the nine areas of emphasis in China’s cultureindustry.This essay will review the process of China’s cultural structural reform and thedevelopment of cultural policy, study phenomenon of recovery from the end ofCultural Revolution to the Reform and Opening Up, especially the influencesfollowing the establishment of the market economy, as well as the developmentoverview of China’s cultural industry after the entry into WTO and the requirementsand new prospects brought to China’s cultural industry in the Twelfth Five Year Plan.Meanwhile, setting up public cultural industry and developing profitable culturalindustry and the multiple attributes of cultural products, for example, cultural,economic and political attributes, are putting emphasis on. The major point is thegreat supports and assistances given by the government to the development of cultureindustry by introducing fiscal funds, preferential taxation and financial Green Lightsrespectively; in terms of legal aspect, the improvement of rules and regulation; thepromotional activities in terms of administration to the national culture, supervisoryculture and cultural services for the public’s interest, as well as other specificmeasures of the government to demonstrate the great importance attached to thedevelopment of cultural industry by China’s government and the implementation ofencouraging policy.On the basis of positive influences brought by the government on the developmentof culture industry, the author, objectively points out problems and places ofshortcomings in the development of the current cultural industry of China. To be morespecific, the author analyses from aspects of economy, legal and administrative,suggesting to consult from good practices from western and advanced countriesregarding the development of culture industry and bringing up some well targetedideas of adjustment and improvement.
