A Study On The Governmental Function In The Development Of Cultural Industry In Lanzhou City

Culture industry plays a very important role in the process of economic transformation and upgrading in our country,and developing culture industry has become a vital strategic choice of the governments at different levels for enhancing city's cultural soft power and comprehensive competitive power.It is in such a context that the culture industry in Lanzhou city thrives.Drawing on the successful experiences of developed countries in the world and developed domestic cities,this thesis makes an analysis of the current status of the culture industry development in Lanzhou city,points out its existing problems and drawbacks,and puts forwards some countermeasures and suggestions for improving and perfecting governmental function in Lanzhou city.The average cultural consumption per capita in Lanzhou city shoots up with the rapid economic and social development.Enhancing the development of culture industry becomes the inevitable choice of Lanzhou city for accelerating the transformation of the economic development mode and achieving sustainable development.Therefore,it is imperative for Lanzhou city to seize the historical opportunities of “the Belt and Road” initiative and the Construction of Huaxia Civilization Inheritance Innovation Zone to take more initiatives in the following aspects: the scientific understanding of the culture industry development,the full exertion of the governmental function,the effective stimulation of the vigor of market entity,the establishment of the planning system for industrial policy,the expansion of channels for corporate finance,the promotion of the talent accumulation,the cultivation of characteristic industry group,and the optimization of soft and hard environments of culture industry.Only in this way can Lanzhou city develop culture industry into its pillar industry,keep up with the pace of new round of economic transformation and industry adjustment,and eventually accomplish the leap forward in transforming the economic and social development.There are five parts in this thesis.The first part is a brief introduction to the research background and the current status of research on culture industry home andabroad.The second part outlines the role of government development of cultural industries.The third part analyzes the Lanzhou City,the cultural industry development status and role of government,that the Government of Lanzhou City Cultural Industry Development of failure(efficiency).The fourth part provides some countermeasures and suggestions for perfecting the governmental functions in the culture industry development of Lanzhou city.The last part is the concluding part.
