Entering the21st century, cultural industry has gradually become the mainstream pattern of the world economic.Under the guidance of national policy in our country, each cities actively develop cultural industry or creative industry to highlight city features in culture, strengthen the soft power of the city. Xi’an has an important historic position in our country and the world,and has unique cultural resources, with its superior resources, from2004, endeavoring to develop cultural industry pushed by the government, and performing the characteristics of agglomeration on the space. Based on the present development situation and spatial agglomeration characteristics of Xi’an culture industry, using the methods of econometrics, statistics, sociology, geography, including the industrial concentration degree calculation method, the empirical test, questionnaire survey method, factor analysis method, quick clustering method, chart analysis, geographic cartography, focuses on analyzing the agglomeration economic effects, social and cultural effect, space effect of Xi’an cultural industry.Firstly, using the relevant data from1991to2011,calculates location quotient to measure of Xi’an cultural industry agglomeration level, and through the unit root test, Johansen cointegration test, Granger causality test to test if the industrial concentration degree and economic growth exists causal relationship, using the total factor productivity model test method, to further inspect cultural industry agglomeration economy effect. Secondly, selecting areas which cultural industry agglomeration feature obvious to issue questionnaires, then using the factor analysis, cluster analysis, chart analysis of the statistical methods analyses the social culture effect of Xi’an cultural industry agglomeration.Then on the basis of analysis with the spatial layout features and agglomeration mode of cultural industry, analyses the cultural industry agglomeration spacial effect.Finally the paper gets the following main conclusions:The first, from1991to2003, Xi’an cultural industry concentration degree was low, and agglomeration effect was not significant, after2003, agglomeration degree sharply increased, and agglomeration effect significantly enhanced, and showed the trend of increasing year by year. Through the granger causality test obtained that existed causal connection between agglomeration degree and economic growth, increasing agglomeration degree can promote economic growth. Through total factor productivity model empirical test concludes that cultural industry belongs to the capital-intensive and knowledge-intensive industry, since2003, cultural industrial output has gradually shifted from depending on elements input to depending on agglomeration effect and technological progress, the agglomeration effect still need to be further strengthened. The second, through the questionnaire, and according to the cognitive degree for cultural industry divides the samples into different classes,and analyses the evaluation of cultural industry agglomeration social and cultural effects of different classes.Specific to see, the very significant effect is to urge tourists increasing, lead to the development of tourism industry, promote the regional environment, rich cultural life, enhance the cultural atmosphere, promote the spread of local culture, strengthen the multicultural exchange; the significant effect is that characteristic blocks create city’s unique culture atmosphere, protecting and renewing traditional culture, and setting up the city brand image; the significant but not highlight effect is that cultural entertainment places can close the distance among people,destroying the urban ecological environment, causing uneven distribution of cultural facilities, cultural activities can not be shared, can not satisfy mass cultural consumption, widening gap between quality of life; the effect which is not significant but still exists is changing the original way of life, cracking down on traditional business, destructing traditional folk culture, the culture being commercialized and philistinism, losing cultural essence.The third, the Xi’an cultural industry spacial layout structure shows the character of "one core" and "four groups", cluster models mainly include the agglomeration model based on cultural resources, customer orientation agglomeration model, industrial chain agglomeration model, the government leading cluster model.Based on the spatial layout features and cultural industry agglomeration pattern analysis, spatial effect of Xi’an cultural industry cluster mainly includes optimizing the urban space structure, redeveloping the city historical cultural space,and reconstructing the traditional industrial space.
