As a knowledge-based and creative industry, the cultural industry has gradually become a new force to guide the healthy and sustainable development of our economy. The proposal of "new urbanization" has put forward higher demands on the construction of urbanization. The heavy content of cultural industry, light assets, innovation and creative intensity and green pollution-free industrial characteristics meet the demand of the new urbanization for industrial development. Therefore, promoting cultural industry convergence is regarded as one of the important ways to realize China's new urbanization.According to the unique characteristics of cultural industry, this paper summarizes the three mechanisms of influence between cultural industry aggregation and new urbanization, namely: knowledge spillover effect, industrial linkage effect and space spillover effect.First of all, cultural industry aggregation can be through the factor aggregation and knowledge spillover effect, enhance the innovation ability of enterprises, promote the internal division of labor and cooperation within the urban groups, improve the efficiency of clusters, thus speeding up the transformation of China's urbanization development from speed to quality; Finally, the concentration of cultural industries is not only affected by the development level of cultural industry in the region, but also by the development level of cultural industry in the surrounding region, that is,there is a spatial spillover effect.By using the location entropy to measure the concentration level of China's cultural industry, from the geographical area of our country, stentated can be seen in China's cultural industry in the spatial distribution of a significant form of aggregation,at the same time from a number of related years,China's 31 provinces(cities)cultural industry concentration level of the specific value can be seen that China's 31 provinces(cities)of the cultural industry concentration level of the gap between the gradually narrowtrend. At the same time, the measurement and analysis of the new urbanization level in China by the entropy method shows that the spatial distribution of the new urbanization level in China is not balanced, but the gap between provinces and regions is narrowing, and the central and western regions are gradually showing great potential for development. In this paper, the spatial measurement empirical analysis of the impact of cultural industry on the new urbanization is carried out using the provincial panel data from 2004 to 2018,establish the space Dubin model(SDM)and under the 0-1 adjacent matrix, geographical distance matrix and economic distance matrix three spatial weight matrix to test the effect of cultural industry concentration on the new level of urbanization in China's provinces, and conclude that: First,China's cultural industry cluster on the local growth effect of the new urbanization level of the province.Knowledge spillover effect and industrial linkage effect play a positive role in regulating the influence of cultural industry aggregation on the new urbanization level.Second, cultural industry agglomeration shows positive spatial spillover effect on the level of new urbanization, and the spatial spillover effect is greater than the local promotion effect;third, the grouping test results of the eastern, central and western regions show that there is regional heterogeneity in the impact of cultural industry agglomeration on new urbanization.Based on the conclusions of empirical analysis, this paper puts forward the following suggestions: First, the formulation of cultural industry development policies according to local conditions;and second,to strengthen and improve the construction of relevant cultural systems;and third, actively promote the construction of cultural industrial parks and demonstration bases.
