This paper, based on the writer’s teaching practice at Confucius Classroom in Philippines, explores the main problems for both Chinese teachers and Philippine learners in practical teaching and learning, and endeavors to make out some effective measures. It consists of four parts. In the first place, it introduces the research background in terms of present state, goals and significance, approaches, as well as objects. In the second place, it studies the main problems which matter a lot in Confucius Classroom teaching and learning, and puts up with some effective measures. In the next part, it demonstrates a specific teaching plan of phonetics and also analyzes the related teaching effects. Finally, it comes to the conclusion that the existing problems and problems to exist make a natural phenomenon in the development of teaching Chinese as a foreign language, and the problems themselves naturally breed the related measures, so what we are expected to do is to discover the problem, study the problem, and solve the problem.
