Study On The Problems And Countermeasures Of Long-term Care Insurance Development In Linfen City

Population aging is the irreversible trend of the development of both at home and abroad,the development of the whole world has a far-reaching influence,the growth of the population age cause the possibility of rising aging population disability,people with disability care problem has not been properly resolved,under this big background long-term care insurance arises at the historic moment.Combining with the current overall situation,China's vast population over 60,ageing has a rapid growth,the development trend of heavy and large difference of regional distribution characteristics,in order to better deal with an ageing population and reduce the disability of the patient's family burden,our country is put forward in some representative cities and provinces take the lead to develop long-term care insurance pilot work,and has obtained certain achievement in the process of the pilot.According to the statistical yearbook of Shanxi Province,it is estimated that in 2020,the number of people aged 65 and above will account for about 11% of the population in the province.In this case,linfen city,as a representative aging region in the province,promulgated and implemented the pilot system of long-term care insurance in October 2017 and March 2018 respectively.With the support and cooperation of the government and multi-party organizations,linfen city has fully absorbed the experience of other pilot cities in China,and formed a set of preliminary guarantee and operation system during the period when the pilot of long term insurance was carried out.Firstly,the author conducts field research by means of questionnaire survey and interview,and then summarizes the implementation situation and implementation effect of long-term care insurance in linfen city according to the survey results,and finds out its weaknesses in system design.Secondly,by comparing the system contents and practices of typical cities in China,and combining with the specific situation of linfen city,this paper sums up the problems in the pilot period of longterm insurance in linfen city,and analyzes the causes of the problems from different perspectives.Finally,based on the experience and lessons of other cities and the outstanding problems of linfen city,this paper puts forward the aspects that should be improved for the comprehensive development of long-term care insurance in linfen in the future,and puts forward corresponding countermeasures and Suggestions from different levels.Based on the investigation of long-term care insurance pilot project in linfen city,this paper summarizes the problems and puts forward the corresponding countermeasures.In the investigation,it is found that there are problems of lack and lack of clarity in the standard formulation of the long-term care insurance in linfen city,the relative lack of resource investment in nursing,the insufficient awareness of the insured subjects on the long-term care insurance,the lack of government propaganda and the lack of prevention mechanism.Therefore,before the official implementation of long-term care insurance in the future,linfen city should learn from the experience and lessons of various places and focus on improving and improving from the system,nursing and main body level,so that the disabled can fully realize the protection and benefits of long-term care insurance for life.
