The Research Of China Taking Part In International Cooperation In Drug Control

This article studies the problem of drugs endangering China and the theory and practice that china takes part in the international cooperation in drug control. The article is divided into four parts. Firsty, the article narrates that China faces the escalating drugs crisis, Sticking to the position of strict drug control, constantly strengthening drug control legislation, cracking down on drug-related crimes, raising the consciousness of the entire people against drugs abuse, and developing international cooperation in drug control which are now concerning the rise or the decline of China. Second the article concludes the survey and the current situation of international cooperation in drug control. The first international narcotics conference was international opium conference which was held in Shanghai in February 1, 1909. No formal treaty was signed, nine resolutions were carried instead in the conference, this marks the prelude to international campaign to extirpate drug abuse, and lays the foundation for the subsequent international cooperation in drug control, uring sixty-year period from 1912 to 1972, twelve multilateral conventions on controlling narcotics drugs and psychotropic substances have been signed by the international community. By the mid-nineties, there are seventeen international conventions and protocols on drugs and drug-related crime in total in the international community. They are auxiliary to each other, or complementary and basic to each other. Their common purpose is to avoid non-medical use. Meanwhile, the article introduces the international organizations and frameworks against drugs. The article also narrates that, in these days of globalization, it's hardly possible to control drugs by a country alone, international cooperating is the surest way to struggling against drugs for every country. Third, the way that China take part in international cooperation on drug control. In principle, our country have passed through from being conservative to participating actively, from intending to work together to getting a quantum jump materially on drug control cooperation; the content and form of cooperation have passed through from singleness to several ways,international cooperation in drugs control has been entering into the track of legal system. Fourth, the article strdies the achievement and experience that China participates in international cooperation in drug control. We insist the principle of participating extensively, assuming responsibility together, we respect sovereign authority of every country completely, comply with the international conventions and relevant protocols on drug control entirely, implement comprehensive and balanced international drug control strategy from all sides. Meanwhile, the article emphasizes to extirpate drug abuse with technologic methods, to expand international cooperation in drug treatment, to study the problem of human abstinence of drugs from the union of psychology, behavioral science and medicine, to increase the success rate of rehabilitation and saving rate .all countries in the world should work together, like studying some global problems such as AIDS, concentrate manpower, material resource and wealthy, exchange technologic information and achievement to resolve the drug problem for human being.
