Salary reflects the capitalization of human resources’ costs. It is the investment tomaintaining and developing human resources supply. The civil servant salary system is animportant part of the government human resource management, which relevant to individualeconomic interests of civil servant, and involves the value of the whole social justicedemands. After many times’ reform of the civil servant salary system in our country, thecurrent civil servant salary system has gradually exposed institutional defects in the operationwith the time development and environmental change, which is unsuitable for the futuretrends. So,"sunshine wages" system arises at the historic moment, this policy is designed tosolve the shortcomings of the current system. Its effect in practice, however, drew all kinds ofcriticism. Therefore, this article first inspects various of problems of the civil servant salarysystem and its harm before the reform of the system, and then targeted reform "sunshinewages" system and its effect; Then pointed out that there still exists some problems in"sunshine wages" after the reform, and emphatically analyzed several relationships inperfecting the system of "sunshine wages" must deal with; Finally on this basis, to explorethe policy Suggestions to perfect the system of "sunshine wages".
