The sunshine salary system of Beijing since 2004 is a kind of response to the reformation of civil servant's wage system from the aspect of civil servant's management innovation. The paper will regard fair principle as analysis frame to analyze the implementation and result of the sunshine salary system of Beijing from 2004, carry on the deep analysis to the existing problem, and propose the feasible suggestion in perfecting civil servant's salary system reformation. Research approach consult with interview mode and bibliography mode, and combine the data and the interview result to analyze the current sunshine wage system reform situation of Beijing from the aspect of fair principle. Study suppose is that the fairness of civil servant's salary system is not decided with the same level with the reward and arranging in order of seniority. The function of civil servant's salary encourages should be the consistency of civil servant ability contribution and its labour remuneration.
