China’s rapid economic development is not only to make a contribution tointernational peace and stability, but also provides a powerful impetus to thedevelopment of the world economy. The world, to be sure, appreciate China’sdevelopment and contribution, but at the same time, the rise of China has somethingto worry about. Especially in Southeast Asia, although the surrounding smallcountries along with China is relatively harmonious, these countries still feel anxiousthat the power of China be too strong. So they began to seek help from the other greatpowers to expand the checks and balances, which is the “balance strategy”. In recentyears, China and neighboring countries, territorial waters, territorial disputes continue,especially the situation in the South China Sea dispute has not given cooling, to acertain extent affect the good development of our relations with neighboring countries.Some scholars propose the encirclement to contain China’s development has beenformed around China. The facts support the viewpoint of encirclement is insufficient,and some scholars even negative this statement. But our diplomatic environmentindeed has become more complex, the Southeast Asian countries’ implementation ofthe “strategy of balancing great powers” is one of the complicating factors. This papertake Vietnam balance Strategy as the main object of study, provide the basis for Chinato develop appropriate countermeasures by analyse the background and causes of theStrategy. Take Vietnam for example, to explore new ideas in China for deel with therelationship with other Southeast Asian countries and ASEAN as a whole relationship.
