In1975, theVietnam War in the United States ended in failure. Followed by nearly20years, theUS-Vietnam bilateral relations basically in a frozen state. The end of the Cold Warchanged the international political and economic security environment, but also theUS-Vietnam relations have changed. July1995, United States and Vietnamestablished diplomatic relations, the US-Vietnam relations have entered a new stageof development. In the21st century, international relations continue to integrate,US-Vietnam relations emergence of new trends, mainly in: politics, United States andVietnam have become increasingly frequent high-level exchanges between the twocountries every year, senior leadership visits; economic, trade and economic relationsbetween the two countries increasingly close, the United States has long been one ofVietnam’s largest export market, and the increasing investment in Vietnam is currentlythe United States and Vietnam are stepping up TPP negotiations; military security, military cooperation to become more active, a US-Vietnam relations warming themost important signs. Two armies defense and security dialogue mechanismestablished, and signed its first agreement on military cooperation; U.S. warshipsfrequently visit Vietnam; US-Vietnam Vietnam in resolving remaining issues andbilateral cooperation in the field of nuclear energy to obtain new progress.US-Vietnam relations to improve and develop, both international andenvironmental factors external to promote, also have their own national interestsinternal needs. From the U.S. perspective, the Asia-Pacific region in recent years asChina’s rising influence, U.S. influence in the Asia Pacific region relative decline, inorder to balance China’s influence, the U.S. adjustment of its global strategy, started toincrease in the strength of the Asia-Pacific region inputs. Vietnam in Southeast Asia, occupies an important strategic position, and has made China the potential to draw theobject and thus become the United States, Vietnam, the United States hopes tobecome its "return to Asia-Pacific strategy," a fulcrum. In addition, open up a vastmarket in Vietnam is also a US-Vietnam relations developments on importantconsiderations. From the Vietnamese point of view, the implementation of largebalance-of-Vietnam strategic, economic emphasis on China, the security guard China.South China Sea dispute between China and Vietnam, Vietnam hopes to draw on thepower of the United States to contain China, the South China Sea issue international. In addition, the United States is Vietnam’s largest exporter, Vietnam wants tostrengthen economic ties with the United States to expand exports to the U.S.. It can be said, both sides have the required United States and Vietnam, draw on each other. However, the development of US-Vietnam relations has not been easy, whether inbilateral political and economic cooperation on military cooperation is still has itslimitations. This limitation is a structural contradiction between the two decisions, butalso by the China factor and the ASEAN factors. US-Vietnam structuralcontradictions between the two countries is dominated by the Vietnam War legacyissues under different social systems and ideological differences due. Limitations ofUS-Vietnam relations determine the future development of US-Vietnam relations willbe difficult to break through the "both cooperation and struggle," the basic pattern. However, with a series of cooperation agreements between the United States andVietnam implementation of future relations between the two countries is likely tocontinue to heat up, showing a "co-main struggle still exist," the new trend.US-Vietnam relations improved and strengthened, on the one hand, latent initiativeto meet with Vietnamese possibility of American strategy toward China, and so isbound to China’s security environment surrounding a certain impact, so that morecomplex problem to solve the South China Sea more tricky; the other hand, the closerthe United States is also subject to many constraints, the United States and Vietnam,Now "Bao Tuan" it seems that does not comply with the fundamental interests ofVietnam. However, despite the present, US-Vietnam relations warming onUS-Vietnam relations have relatively limited impact, but China cannot be takenlightly, guard, should take the initiative to take appropriate measures to address theUS-Vietnam relations warming trend could bring challenges. Specifically, on Sino-USrelations, the two countries should be further promoted in the Asia Pacific regionoverall positive interaction; on the Sino-Vietnamese relations, Vietnam should deepenexchanges and cooperation in the South China Sea dispute to seek a peaceful solutionunder the bilateral framework. In summary, based on common interests and needs, US-Vietnam relations will be asthe theme of "peace, friendship and cooperation" and will continue to develop. However, the Vietnam War legacy issues, ideological differences and other factorswill restrict the depth of US-Vietnam relations, the United States less likely infinitelyclose, thus forming alliance with the nature of the relationship. This article from theperspective of geopolitics, right after World War II the evolution of US-Vietnamrelations, especially in the21st century new trends in US-Vietnam relations wereinvestigated, analyzed the development of US-Vietnam relations have improvedmotivation and limitations, and for the United States China-Vietnam relationswarming potential safety impact to put forward some countermeasures in therecommendations.
