The "Balance of powers" of Vietnam has a profound theoretical basement,historical background and current state.In International relations theory,"Balance of powers" can be guided and explained by classical realism,new realism,new liberalism and constructivism.From Vietnam's history,the history of diplomacy is also a history of relations for powers.Because Vietnam can't get rid of the power's influence,Vietnam should achieve the state's interest only by strength of powers.Thus,Vietnam must deal with the relations with powers.This is a reason why Vietnam choice the way of "Balance of powers" diplomacy.Vietnam's "balance of powers" diplomacy is pursuing a comprehensive balance which has both meanings.On one hand,Vietnam should keep a interactive and equal distanced relation between China,America and other powers and achieve the purpose for survive.All of them named "all-directional diplomacy".On the other hand,Vietnam should keep exchanges in political,economy,security and other more field,which named "diversity diplomacy".Because of the "balance of powers" diplomacy,Vietnam could be dependent and cultivate a stable international environment as well as achieve the state's interest maximization.However,"balance of powers" diplomacy also has some challenges.If both nationalism and populism spread the world and the relations of powers are fragile,the "balance of powers" diplomacy must be a temporary way for easing the contradiction rather than a measure to solve the fundamental conflict.After the 12 th national people's congress and a new leader team establish as well as the background for the change of international situation,the "balance of powers" of Vietnam will be regulated and keep developing and it will play an important role in the future.
