Look From The Accession Negotiations Diplomatic Decision-making Mechanisms In Turkey

From2002to2012, Turkey’s economy has increased of fourfold which rapidlyexpanded its regional influence. With strong economic strength and unrestinternational situation, Turkey’s regional influence has expanded constantly andbecome a force to be reckoned with in the Middle East. Research in Turkey’s foreignpolicy and its decision-making mechanism is of great significance for in-depthunderstanding of Turkish State, and better to the future development of Sino-Turkishcooperation.After President Abdullah Gül coming into power in the year of2007, Turkishgovernment tries to make adjustment in foreign policy and diplomatic strategy, startstwo policies:“Look East” and “Zero-problem Policy” with neighbor countries. Thisthesis is to explore Turkish diplomatic decision-making mechanism, taking Turkeyand EU relation as an entry point, and considering Turkish diplomacy to EU accessionfrom1999to nowadays as a circle. Meanwhile, this paper is from the diplomaticperspective, attempting to analyze the process of Turkish diplomatic decision, andhow to run the decision-mechanism behind foreign policy.The core of this thesis is its diplomatic structure. In the case of Turkey’s EUaccession, the thesis focuses on the problems existing in Turkish policy-making inpolitical and foreign systems; the effectiveness of Turkish diplomatic decision-makingmechanism on Turkey’s EU accession is also been discussed as an creational part. Atlast, this thesis ends in the conclusion of the existed constrains in its political andinstitutional mechanism in Turkish diplomatic decision-making, and puts forwardadvice in its future direction.
