Researching Urban Self-government Community In Huhhot

The construction of city community is the inevitable request of the modern urban economic and social development to a certain stage. After China opened up to the outside world and reformed, as the establishment of the socialist market economy and development, China’s "government-unit" system gradually collapsed, the unit’s attribute of the social members was weakened gradually,"unit person " began to transform for the" social person" gradually, the status and role of the urban community has changed a lot. The traditional urban community governance mode does not meet the require of the modern urban development and management gradually. Strengthening community construction, deepening the community self-government system and mechanism innovation, promoting self-government community, is coming very important.In this context, the concept of the city self-government community came into being. City self-government community is promoted by the government, in order to adapt to the transforming of the government system and the transition of market-economic system. Self-government community can’t be understood as the management and independent management of community, and also can’t be understood as the management to organization of the self-government community, which needs to consider the various factors, eliminate external strength of the mandatory intervention. The subject of self-government community emphasizes the cooperation among the government, community organizations and residents. The domestic scholars absorbed the common management to the public affairs of community. What’s more, they studied and explored the management of community actively, which made a positive effect on the society.The "two levels of government, three-level management, four-level network" city management mode of Huhhot in Inner Mongolia, has strengthened the comprehensive management ability, improved the social status of the residents’ committees, cultivated the social intermediary organizations, and also the regional characteristic city community-management system been taken shape. However, the whole self-government community started late, the theory and practice experience are insufficient, some new problems emerge in the urban self-government community in Huhhot. This article discusses the combination of theory and practice, sets Xinhua community as an example, and analyzes the present problems of community in Hohhot in order to explore an appropriate system to the self-government community.The first part, introduction mainly introduced the reason of selecting topic and the significance, the present situation of the domestic and foreign research as well as the research methods. In addition, I also introduced the theory of urban self-government community, defined the concept of the community, community governance and the self-government community, and introduced the theoretical foundation of the city community governance.The second part, I stated the American self-government community mode, the Singapore government-leading mode, Japan’s mixed management mode, on the basis of understanding the meaning of the urban self-government community mode. And I analyzed the typical Shenyang mode, Shanghai mode, Qingdao model deeply.The third part, I set Xinhua community as an example to research the situation of self-government communities in Hohhot. On the basis of introducing the construction as well as present situation of communities in Hohhot, I analyzed present situation and problems of Xinhua community deeply, and explored the relative solutions. The fourth part is the recommendation by researching the designing of self-government community organization system and innovation of mechanism, I put forward the selection of mode about self-government community as well as the comprehensive solution. This article argues that improving the system of self-government community, straightening out the functions of the government, improving the community participation mechanism, and cultivating social intermediary organizations can improve the whole level of self-government community effectively.
