Crisis Management Citizen Participation

The development of human civilization, in a certain sense, is also a history of constant challenging history, to overcome numerous challenges. Prevent and respond to various types of crises is throughout the whole process of the development of human history. In currant world, with the economic and social development, the incentives of the crisis is complex, the form of crisis is diverse, varieties of traditional and non-traditional, natural and social risks are intricate. Public crisis is an issue that can’t be ignored by the government. In the context of government service, the importance of participation of citizen in public crisis management becomes more obvious. Examine the currant situation of crisis management in China, we found that crisis management have gained attention of government and related departments, however, the government still bear a heavy public affairs. What’s more, being a part of the whole society, the public citizen didn’t participate in the related crisis management stages. We should further examine ways that are helpful for citizen to participate in crisis management, put the citizen’s positive role to the full play. This article is just from this perspective to carry on observation. Collect and organize the currant study of citizen’s participation in crisis management, we found that domestic and foreign scholars have made abundant and deep research in crisis management. Meanwhile, the research also found out that, although the currant research have pointed out the problems of citizen’s participation in the crisis management, unfortunately there are no constructive countermeasures to solve these problems.Based on have a study of numerous books, newspapers and literature, this article analyze our citizens’participation situation in public crisis management, make a further study of the problems of citizens’participation in crisis management. The study has found that in the stages of public crisis management, citizens’ participation has been a strong supplementary force in the government crisis management, this enhance the government’s ability to deal with the crisis, and also minimize the possibility of crisis events. We give a great affinnation of the citizen participation’s positive role. At the same time we also see the problems to be solved. We need to further deepen the width of citizen’s participation in crisis management. Therefore, if we want to enhance government’s ability to deal with public crisis, we can’t ignore the importance of citizens’participation in the crisis management. This article is from this perspective to explore ways for citizens’ participation, in order to improve the level of citizen participation.The first part suggests the purpose and meaning of the article, examines the currant situation of citizens’participation in the public crisis from home and abroad; the second part gives explanation of concept that are related to public crisis, put forwards the theoretical basis of citizens’participation in public crisis management, in addition, explains the necessity of citizens’participation in crisis management. The third part focuses on the different stages of citizens’participation in public crisis, it mainly carry on the analysis from there aspects, there are warning stage, the processing stage and post-processing stage. The fourth part points out the problems and causes of the citizens’participation in the crisis management. The fifth part put forward some suggestion for citizens’participation in the public crisis management. This article gives advices on several aspects to improve citizens’ participation level, for example, strengthen people’s crisis management education, enhance citizens’sense of crisis, broaden the range of citizens’involvement in the crisis management, improve citizens’degree of organization, and improve the infonnation mechanism, social mobilization mechanism and legal mechanism.
