Since the SARS outbreak in 2003, major public crisis event happens every year in China in the past ten years. Public crises like heavy rain events of Beijing in 2012, An Ning "PX" incident in 2013, and terrorist attacks of Kunming in 2014, Xinjiang Railway Station bombing attacks, "8 ? 03" earthquake in Ludian and so on. Public crises have become a problem that people have to face.As a variety of public crisis occurs frequently, the single main-driven model of the government has been unable to effectively deal with it. With the gradual development of civil society and the government transition from versatile and control-oriented type to a limited and service type, the active role of non-governmental organizations play in the public crisis management continue to be manifest in visible ways. Meanwhile, the convening of the fourth plenary session of the 18 th Communist Party of China(CPC) Central Committee raises the curtain of the rule of law, and law school, the concept of running school by law and governing school by law has deeply rooted in higher education, and independent legal person qualification of colleges is also clear again. Under this background, this thesis explores the functions, problems existed and recommendations of colleges as independent subject in public crisis management, and takes Yunnan Normal University as an example.This thesis is divided into six parts: The first part is an introduction to the research background, significance, research status abroad and in China. Trough using the concept of the article definition research methods and research ideas are introduced; the second part analyzes the feasibility of colleges participating in public crisis management, and also lists the theoretical and realistic basis of it; the third part describes the results achieved and the problems existed in their participation in public crisis, and takes Yunnan Normal University as an example; the fourth part summarizes the role of colleges played in public crisis management; the fifth part summarizes the factors affecting colleges’ participate in public crisis management; the sixth part is about recommendations in promoting the colleges’ participation in public crisis management.
