Village Policy Research In Any Country Selected College Students

Since entering the21st century, the gap of the demand for talents in rural is becoming larger along with the quickening in the construction of a new socialist countryside. At the same time, the situation for undergraduates to obtain employment is becoming more severe. All those factors result in issuing the policy of student village officials which is extended and oriented. It appears in the light of releasing the pressure in employment of college students, new rural construction and cultivating reserves for Communist Party in China. Its implementation will train qualified reversed forces for organizations at all levels, promote the economic and social development in rural, enhance the cohesion of the organization in the countryside and promote the governing capability of the rural grass-roots organizations. Meantime, it will relieve the employment pressure and cultivate the undergraduates. Then some incentive and guarantee measures which are promoted by national and local government produce good effects. The first batch of student village officials was recruited in2006in Yuanping, Shanxi province. There have been469student village officials taking their position in the construction in rural since the sixth batch arrives. The program of "one village with one undergraduate" is basically realized in the demand of personnel.On the other hand, as a newborn subject, the policy is not accepted by a few villages and town government as well as some villagers which issues in some difficulties in putting it into execution. For instance, lower treatment and poor working environment have negative impacts on working of the student village officials in rural; they can hardly adapt to needs of society because of their inappropriate majors and lacking of practical experiences; their identities receive little legally confirmation which lead to their deprivation in the political life of democracy in grass-roots units of our country and it is difficult to carry out their responsibility resulted from the chaos of instruction in the double management of town and village. All those reasons lead to high rate of abdication of student village officials, which directly affect the implement of the policy and the pace of constructing the new socialist rural.We will analyze deeply on the development situation of the student village officials in order to solve those problems rationally and effectively and to accelerate the pace of new rural construction. With the methods of data collecting and typical investigation, we conduct system research in the current development situation of the student village officials in Yuanping in term of studying tcm literature works and statistical analysis. Taking the program of "one village with one undergraduate" issued in Yuanping as the ground, our research are related with that policy implemented in China, showing that the student village officials are playing increasingly important roles in the new rural construction. In this paper, aiming at the restricting factor mentioned above, we put forward the countermeasures to make the student village officials be able to have more important effects. These measures provide guarantee for promoting them to take participate in the enterprise managements in chronically, increasing the incomes of the farmers and contributing to the construction of new rural.
