| Legitimacy is an important issue of politics, the legitimacy of public policy is a necessary content of political legitimacy. Good public policy can reduce conflicts of interest, mobilize the enthusiasm of people, contribute to mutual cooperation and limited resources can be properly configured to achieve optimal social efficiency and social welfare. Citizens’participation in political affairs is a trend of modern social and political democratization, citizen participation in the public policy process is an important content and form of citizens’ political participation. And it is the first and fundamental way to guarantee the legitimacy of public policy. In China, the public policy process led by government, but as a result of globalization, the increasingly complex international environment and domestic social environment, develop a scientific and public policy to fully embody and safeguard public interests becoming more and more difficult. Therefore, the Government must fully absorb the opinions and viewpoints of the parties, and guide the civic and social organizations to participate in the public policy process actively. So, the introduction of citizen participation in the public policy process to ensure the legitimacy of public policy has become a very important issue.This paper, combined with the experiences and the practical ways of Western countries, want to promote the legitimacy of our policies in the perspective of citizen participation by the description of our public policy performance of the specific crisis in the main body of policy, policy, policy process. |
