Study On The Countermeasures Of Emergency Communication In Fuxin

With the rapid development of China's economy and society,an increasing number of emergencies endanger pubic and personal safety and property.Therefore,as the manager of social affairs,it is extremely important for the government to response to emergencies effectively.In view of the problematic emergency information linkage mechanism in Fuxin city,it is urgent to explore a set of Fuxin-specific information exchange process to handle emergencies in combination with three major emergencies in Fuxin city and in reference to advanced experience in other regions.The major works of this paper are listed as follows:(1)Analyze the problems with Fuxin emergency information linkage mechanism.In combination with three major emergencies it is found that there exist some problems in handling emergencies like information asymmetry inside the government,horizontal information asymmetry between the departments of the government and the deficiency in information exchange outside the government.Possible causes are investigated from the perspective of government management system and information sharing system.(2)Establish the emergency information exchange process.Based on the “8F” emergency communication theory,the high reliability organization theory and the crisis leadership theory,a set of Fuxin-specific information exchange process is proposed in reference to advanced experience from America,Japan and Shanghai.The feasibility of this process is also analyzed.(3)Submit suggestions regarding Fuxin-specific emergency information linkage mechanism.Based on the investigation and analysis conducted by the researcher,the constructive suggestions aiming at the problems with the emergency information linkage mechanism are offered.The suggestions consist of a series of improvements in terms of emergency linkage information exchange mechanism,emergency information communication system and emergency information publicity and education system.
