Integrated Coastal Zone Management Research Legislation

Nowadays because of the growth of economy, the development of ocean exploitationis more than before. In the process of development and utilization of ocean, coastal zonearea or the part connecting sea and land area is the key point that people use. Coastal zonehas played an important role for its rich resources in our economic development. Themanagement of coastal zone, as the first regional development strategy that firstly useseconomic development of ocean as its theme, and as an important ocean resource carrierbecomes irreplaceable.And it aims at carrying on the development planning that nationalpeninsula blue economic zone must be established. Coastal zone resource is quite rich inShandong province, which provides an important guarantee for the development ofeconomy in our province. However, because of its special geographical location and thediversification of the development and utilization, some problems appear inevitably in theprocess of exploitation of coastal zone resources. And the root of these problems is that welack specific law of coastal zone in our province。This article discusses that making thelaw, Integrated coastal zone management regulations, is in urgent need from the necessityand feasibility of rules as well as urgency, these three aspects. of course in the process ofestablishing the regulations what we need most is to solve the problem with coastal zonemanagement permission. This paper tends to establish I integrated coastal zonemanagement committee to implement comprehensive management of coastal zone. Andsustainable development of coastal zone is expected to realize by establishing such acoastal zone management mode. This paper could be divided into three parts:The first part mainly elaborates the coastal zone and overview of coastal zonelegislation mainly including coast, coastline, coastal zone, and the relevant definition andcharacteristics of the integrated coastal zone management. Coastal zone legislationoverview of foreign countries talks about the coastal zone legislation of the United States,France and Australia’. But the domestic coastal zone legislation overview mainly discussesthe condition of legislation during the period of modern history of China, after thefounding of new China, and in the80s and90s.Through the elaboration of coastal zone\and the coastal zone legislation in this paper, it Lays the theoretical foundation for thefollowing research.The second part mainly elaborates the urgency, necessity and feasibility of integratedcoastal zone management regulations in Shandong province. the lagging of thedevelopment of Coastal zone management legislation makes the regulations urgent. Thislaw provides guarantee for the yellow blue economic zone construction in our province, and is helpful for our province’s protection and development of ocean. At the same time itcan also provide a beneficial reference for the establishment of law of national-levelcoastal zone protection, which makes the law necessary. Yellow blue economic zoneconstruction offers a good opportunity for the formulation of the regulations in ourprovince, and the experience of integrated coastal zone management in our provinceprovides a good practical foundation for the establishment of the regulations. Besides, therelated experience of other provinces on coastal zone legislation experience in China’s canbe beneficial for our regulations, which is the basic condition for the regulations.The third part is the focus of this article. This part mainly talks about the principle ofintegrated coastal zone management, the system of integrated coastal zone managementand its related systems. In coastal zone management principles, this paper mainlyexpounds the principles of coastal zone sustainable development, the overall principle, theprinciple of paying equal attention to development and saving on land or sea as well as theprinciple of interests symbiosis. In coastal zone management system, centralizedmanagement system of the coastal zones is mainly introduced in this paper. Andhalf-centralized coastal zone management system as well as the meanings, characteristicsand typical countries of loosen type of management system of the coastal zones is alsogiven an introduction.. Specificly, it elaborates the current situation and the existingproblems of the coastal zone management in Shandong Province, and considers itsoperability.On the model of management this paper chooses to solve those problems,appeared in the process of development and utilization of coastal zone, by theestablishment of integrated coastal zone management committee. And on the involvedmanagement systems, it focuses on environmental impact assessment system, coastal zoneenvironmental planning system and supervision and monitoring system of coastal zoneenvironment. This paper hopes to realize the sustainable development of coastal zone inShandong province by the innovation of system of coastal zone and perfecting the relatedsystems.
