Jiaozhou Bay Chunnel Project was first started in2006and the whole line was then open to the traffic in June,2011. During the process of construction, the local government took proactive measures and did a lot of works in order to realize the smooth transition of surrounding villages and ensure the well construction and use of Jiaozhou Bay Chunnel. The methods and experience summarized from the process of the relocation have an important significance to other similar project relocations. This paper chooses three aspects with research significance:Land compensation issues, livelihood alternative issues, the social stability issues. It summarizes the research and analysis on the working methods and experience of local government, puts forward the problems and improvement measures and enriches the new immigration theory. Besides, it provides a reference for the economic and social development of the Jiaozhou Bay Chunnel Project Resettlement Area.The thesis consists of four parts. The first part explores a series of influences exerted by the project on the surrounding villages on the basis of the introduction of Jiaozhou Bay Chunnel Project and fundamental situation of the villages. These influences contain leaving the old soil, relocation, loss of livelihoods and change of lifestyle and change of the villagers’identity, and so on. Under the influences, it puts forward the outstanding problems such as damage and compensation issues, relocation issues, livelihoods missing issues. In the meantime, the paper selects three important aspects:the problem of land compensation, the problem of looking for the livelihood alternative and the problem of maintaining social stability of the local villagers, as the focus of this article. The last three parts analyze the three problems proposed in the first part respectively. They all first put forward the issues, then summarize solutions and finally analyze the propasals. The second part conducts an in-depth study of compensation issues caused by the land occupation in the surrounding villages of Jiaozhou Bay Chunnel Project. First, a statistical description is shown about the land occupation of the neighboring village for the construction of the Chunnel. Second, methods and experience are summarized during the land compensation. The local government has taken a measure of Trinity-housing, currency and guarantee to a full range of compensation for the landless villagers in order to minimize the losses because of the lost ground. Finally, the author carries out an analysis of the methods of local government’s land compensation, sums up the reference aspects, and meanwhile, puts forward the existing problems and suggestions for improvement. The third part analyzes the alternative livelihoods issues of the surrounding villagers of the Jiaozhou Bay Chunnel. First, it analyzes the circumstance of livelihoods missing caused by the project showing that cable projects and greening supporting projects related to the Chunnel take up a lot of land and coastline, so that the agriculture, seafood fishing industry, offshore aquaculture and aquatic product processing industry which maintain the livelihood of local residents have been severely damaged. Life can not be maintained and we must quickly look for suitable substitute industries. Second, the author makes a detailed summary description of local government’s policy of finding alternative livelihoods on the premise of the analysis of the strengths and weaknesses of the local economic development. Finally, the author carries out an analysis of the policy ideas, sums up the characteristics, and also points out that the existence of several deficiencies. What’s more, combining with the advantage of local resources, the author brings about reasonable proposals of finding livelihood alternative industries. The fourth part studies the safeguarding of the social stability of the Jiaozhou Bay Chunnel surrounding villages. This chapter begins to sum up the social instability from the level of psychological analysis, and then sums up the series of work made by the local government to maintain social stability from three time periods-before the relocation, during the relocation, after the relocation. Finally it analyzes the policy measures, putting forward its terms of reference and proposing the deficiencies and recommendations for improvement. |
